The World is Heating Up, but Regions Remain Disproportionately Vulnerable

The recent unprecedented summer heat has once again reminded the world of the continued warming up of our planet and the urgent need for revigorated climate action. A recent study by Emerton et al. (2026), published in Nature Climate Change, provides evidence of the growing heat stress. Using the Universal Thermal Climate Index (UTCI), highlights the growing trend in heat stress and intensity observed between 1950-2024. This study revealed that the intensity of heat stress now occurs has bee
n increasing over the years, with Europe and South America experiencing heat stress at 2.5 times on average more than other regions including sub-Sharan Africa and south America.
According to scientists, the intensity and frequency of heat is strongly linked to a range of man induced changes, and global environmental change including global warming. For example, large scale deforestation, heavy reliance on fossil fuels, and unstainable agricultural practices have all been increasingly linked to increased carbon emissions and cascading global warming. While heat intensity has been increasing on average across many regions, regions such as Africa remain highly exposed as reported in the study. Africa’s exposure and vulnerability to global changes is not something new. For instance, most countries in Africa have been ranking poorly on the ND-GAIN global adaptation ranking matrices, with countries such as Sudan among the least adaptive as well as highly vulnerable to climate linked disasters including drought and floods. Resource constraints, conflicts, and lack of national priority to resilience and climate adaptation measures are in part attributed to high vulnerability and exposures in these contexts.
A Call to Action:
1 Global Perspectives
As the world approaches COP31, there is yet another opportunity for member states, international institutions, civil society and businesses to reaffirm their commitment and make new pledges towards climate change adaptation and mitigation programs. The increasing frequency of extreme climate events like heat requires stronger commitments from philanthropists and those in the private sector for sustained investments in adaptation and resilience programs. In these commitments, poor nations should be prioritized for investments and climate financing. And such finances should be made easily accessible by reducing red-tape bureaucracies and stricker financing conditionalities and requirements tied to such schemes. Additionally, there is need for stronger support for the active participation of indigenous groups, civil society organizations and multi-stakeholder groups in top international decision-making platforms.
2 Regional and National Perspectives
At regional levels, governments need to strengthen efforts to increase resilience and reduce exposure to heat stress and other environmental-related hazards. This would require investing in infrastructure and technologies like small-scale irrigation, and drought tolerant crop varieties for agriculture. Additionally, there is need for institutional strengthening across all levels to increase coordination, social capital, better governance and inclusiveness in climate adaptation and mitigation programs. Stronger institutions and social networks can improve communities' ability to anticipate, absorb and recover from climate shocks. Also, governments should increase funding towards social protection schemes, while enhancing transformative resilience measures for long-term impact.
Conclusion
The evidence presented by Emerton et al. (2026) should therefore be viewed not only as a warning about a hotter world, but also as a call to rethink how societies prepare for and adapt to a changing climate. The challenge ahead is to ensure that adaptation investments reach the people and regions that need them most—and that climate resilience becomes a central component of development planning rather than an afterthought.
